This is the Coal Turn pushing a string of empties up the steep hill to the Echo Lake Mine. It's using the GN power that brought the coal unit train up from the US.
While the Turn brings out as many as 20 empties, the steep grade on the spur to the mine limits the number of loads brought down to 10 at a time. This makes for some interesting work, as you can see the crowd of hoppers behind the Echo Lake station.
